当我尝试使用较旧的功能时,GetIpForwardTable它将起作用。但是它不支持ipv6。

因此看来问题出在cygwin。当我使用Microsoft C编译器编译示例代码时,cl.ex它可以按预期工作。cygwin更新后,也可以使用gcc进行编译。有趣的是,使用cygwin安装程序更新软件包就足够了,cygwin1.dll可以保留在旧版本中。
