Android Webview布局无法正确显示

我已经建立了一个显示许可协议的示例Webview页面。它在android kitkat上运行良好，文本适合页面，您可以向下滚动。

但是，当我尝试在android 9或10上运行时，文本无法正确显示，如下面的屏幕快照所示。
