您需要加载SystemJS库，而不仅仅是配置：

<script src="systemjs/dist/system.js"></script>   <---------------------

<script>
    System.import('app').catch(function(err){ console.error(err); });
</script>

另外，System不建议使用用法，例如，应SystemJS在哪里使用System全局对象，而不要System.import使用use SystemJS.import。
