黑白sshd_config和sshd命令有什么区别？

我将sshd_config文件更改为将strictmodes设置为no，然后重新启动了sshd服务。但是，我得到两个不同的输出，如下所示。

root@localhost httpd]# service sshd stop
Stopping sshd:                                             [  OK  ]
[root@localhost httpd]# service sshd start
Starting sshd:                                             [  OK  ]
[root@localhost httpd]# sudo cat /etc/ssh/sshd_config | grep StrictModes
#StrictModes no
[root@localhost httpd]# sshd -T | grep strictmodes
strictmodes yes
